ENVIRONMENTAL CONSENTS MANAGER

 

Hastings District Council is reorganising its structure and approach in order to emphasise capabilities such as working together, integration and a multi-disciplinary approach, place-based planning, community engagement and partnership development alongside traditionally-valued technical and management skills and capabilities.

 

A high-performing team is essential in the organisation to achieve excellent performance.  The purpose of this position is to direct the management of the regulatory environment of the Hastings District, contribute to place-based planning across the District, promote sustainable development and take a lead role in Key Account management.

This role is an integral part of the Planning and Regulatory Group, actively managing the resource consenting processes under the Resource Management Act to achieve positive, sustainable outcomes that balance Council’s legislative responsibilities with helping people achieve their aspirations. 

The Environmental Consents Manager has an active role in participating in multidisciplinary place-based planning projects, providing information, analysis and advice to Council on consenting issues from a broad strategic level to a District Plan focus, and contributing to planning for future urban growth, infrastructure and amenity provision for inclusion in Council strategies, District Plans, Asset Management and Annual Plans.

Specific skills and competencies:

·         A relevant professional qualification in Planning Resource Management, or related fields, is essential.

·         Advanced academic, professional or applied learning and development is preferred.

·         The successful candidate will have extensive experience in the development control and/or environmental policy areas and will be able to demonstrate a sound understanding and working knowledge of the Resource Management Act 1991, and have experience in processing applications and/or policy initiative under the Act.

·         Experience in report preparation and presentation before Council is required, and experience in appearing before the Environment Court would be an advantage.
